[edit] Economic value of using discounted lockpicks on Normal Mode chests
Credit for the original table code goes to the article on lockpicks.
Tables below take into account the reductions in lockpick cost that outpost holders, people who buy from outpost holders, and lucky-title seekers benefit from.
1200g Lockpicks - Outpost price
1250g Lockpicks - Buying from an outpost holder. (I sell at this price)
1500g Lockpicks - See the original article
894g Lockpicks - 1200g minus the perceived value of (un)lucky points gained
994g Lockpicks - 1300g minus the perceived value of (un)lucky points gained
1194g Lockpicks - 1500g minus the perceived value of (un)lucky points gained

Note that using lockpicks also contributes to Lucky and Unlucky title, so there is an added incentive to using them over keys which give slightly better value per use. The monetary value of this Lucky/Unlucky title contribution has not been factored into the above tables. The value of a lockpick with lucky+unlucky points obtained from it added in is approximately 305.6gold's worth of playing 9 Rings.
If you are interested in working on your Lucky / Unlucky titles, you should factor this into your break-point consideration. We can incorporate this into the tables by setting the "perceived key value" to (Original cost - 305.6g). This is because for each key you use you are either contributing to lucky or unlucky points.
Edit, Important Note:The following section is slightly off. The 305.6 value comes from (250lucky pts)x(0.886gold per lucky point)x(retention rate in decimals) + (25unlucky points)x(12.6gold per unlucky point)x(1.0-retention rate in decimals). (Ty Sirocco)
You should also consider the varying retention rate. This is pretty much impossible in a table, but if people are really that interested I'll make some graphs.

1 This is the bonus given to your chance of not breaking the lock pick when using on a particular tier of normal mode chests.
Use the lockpick survival chance table below to calculate your chance.
[edit] Lockpick uses required for Lucky title to become cost-effective
The above tables are far more useful imho, but many people are asked me for these, so here they are:

I don't see the logic in crunching the numbers for the 894.4 etc lockpicks; if you want the titles anyway, you're not interested in how financially viable it is to get them. If some disagrees, please write on my talk page and I'll make the tables anyway.

| 7 | 31 | 33 | 35 | 37 | 39 | 41 | 43 |
Bold numbers highlight situations where it would not be economical to use discounted lockpicks on 600g chests.
Ie, if you have some combination of the two titles that brings you to a non-bold number, you should use lockpicks instead of the 600g keys for that area, as there it will be cheaper in the long run.
