This is not the only North Krytan Province quest that is not available to Canthan-born characters. I couldn't do The Ascalon Settlement on my Canthan Warrior.
[edit] The Last Hog with Defend North Kryta Province
This quest is not doable if a party member has the Defend North Kryta Province mission. The hog will spawn on the East side of the village instead of South along the road.
