Fixed?[]
Still a reference to his not moving, but I think he has been fixed. The portal spawned and he engaged as a normal mob.
I believe he is only bugged when in Raisu Palace (Explorable).
They might have fixed it, because it's been a good month since I did a chest run there. ~User:Darkicon
