2 second activation time? If that's true, couldn't it be possible to easily interrupt this? Or is he uninterruptable, or is it like Kuunavang?

See Range: all in skills generally refers to just beyond compass range. However, ANet is less than 100% reliable in skill descriptions generally; their track record for monster skills is even worse.
