- That's not a bug. The HSR20%-all has been added to staves in an update a while ago, and in the past it used to be attribute-specific or may have not been there at all on lower quality items. The Shrieker has two HCT mods, neither of which match the staff's base dmg req, so it cannot be replicated even closely with the usual in-game weapon system, it is truly a unique item that was "custom built" so-to-speak. Also, when you look at the number of mods on the staff, and take into account that it can be upgraded with a wrapping, you will see that one of the HCT mods is in place of the standard HSR-all mod, so the number of mods is balanced.
