This might actually be a GREAT helm for runners or for PvP.

The Lieutenant's Helm is already covered in Warrior Headgear. As far as I understood, individual armor pieces are not supposed to have a separate article. Having said that, the Lieutenant's Helm isn't like a normal helm. It doesn't fit into the same scheme as the others. Need verification[]

The Factions crafters I was able to get to did not have Lieutenant's helm available. However, even in Prophecies, only one crafter has it. So I'm wondering if either the Krytan guy or the Tyrian guy or the Ascended Canthan guy crafts it. Can anyone check? -PanSola 16:22, 3 May 2006 (CDT)

So is the 5% reduced damage global? it seems like it could be but im not sure

I found this mod on an orange salvage armor. So can be modded to any armor piece, not just helmets. I do want to point out though that to bonus is -20 armor (assumably to the piece you mod only, not global) and "Reduces Hex durations on you by 20% and damage dealt by you by 5%." Note that it reduces the damage you deal, not the damage you receive. The article on this could easily mislead someone to think the damage reduction is a perk, not a penalty.
