I saw a partymember get one in a chest in the realm of torment.

There is an "unique" wapon that has this look that can be find in Mehtani Keys, the "Morrob's Axe". Guess if you go for the looks thats a axe that can be find "easier" since you know where it is. Although it is in a low lv area its hard to solo.
