Zhao Di does not have this skill. Michiko in Kaineng Center does though.

So why does Disenchantment get -10 energy, but this one doesn't? It's the only thing keeping me from slapping it on my rit's bar. It doesn't even live as long as the recharge, for 25 energy and a PvE skill it'd be rather nice to do that.
