I'm not sure in what locations they are, but i have only seen them use those three skills, please correct if wrong, please confirm Billyjb
When I encountered them with my ele, they seem to use Vow of Silence continually. However, that may imply that they are running 2 elites: Onslaught and Vow of Silence.
