Once a business district, this area was converted into living quarters after the Jade Wind obliterated much of the countryside. As flocks of refugees made there [sic] way into Kaineng City, the Celestial Ministry sent them to Sunjiang District, where they were assigned to a street block and allowed to build a 10-foot-by-10-foot living space.
