Minister Cho is the Minister of Cultural Affairs of the Canthan Empire. He resides in his estate on Shing Jea Island.

The Minister is very fond of exotic animals and boasts a collection of creatures in his Menagerie, not only from Cantha, but also from far-away Tyria.

Every year the Minister's good friend, Master Togo, brings his most promising students to the Minister's estate for an introduction. It is unknown if this tradition is a mere formality, an excuse for the two friends to catch up, or if it is to provide the Minister the option of offering official posts to the students.

During the Minister Cho's Estate mission, the Minister becomes afflicted with the plague and mutates into the Diseased Minister.
