Magi Malaquire is an NPC that can be found in Lion's Arch. He introduces you to the Signet of Capture via quests. He used to be a magician before becoming Magi. During the Wintersday quest The Greatest Snowman Ever Made he will tell you this before giving you the Magical Hat.
