Speak to Lift Operator Shulz to be transported to Arborstone or House zu Heltzer, the Kurzick capital. He is responsible for unlocking access to these locations.

Before completion of the Tahnnakai Temple mission:

"It is my duty to guard the entrance to Arborstone and House zu Heltzer. If you have approval from the Kurzick's Council of Nobles, I can arrange transport for you. Unfortunately, one of the key members on the council has been held up on a trip to Kaineng City. Apparently, there was some trouble at Tahnnakai Temple. Perhaps (character name) should look into that first."

After completion of the aforementioned mission:

"It is my duty to guard the entrance to Arborstone. If you have approval from the Council of Nobles, I can arrange transport for you."
