Leather Squares are used to craft Armor for each of the 10 professions.
At Artisans, it is made from 5 Tanned Hide Squares and 50 gold.
It will salvage into 6-8 Tanned Hide Squares when salvaged with an Expert or Superior salvage kit.

They can be salvaged with an Expert Salvage Kit from some drops.
Any salvage armor that looks like this 
or this
has a very high (about 90%) chance of producing 1-4 Leather Squares (depends on drop area) with an Expert or Superior kit, and will always produce Tanned Hide Squares otherwise (exceptions are Titan Armor and Executioner's Breastplate, which produce Iron and Steel).
Other armors, such as these 
have a much lower chance of producing Leather Squares and will produce varying common materials otherwise. There are some other items that may produce leather squares, such as Modniir Manes, Kurzick Baubles, Leather Belts, high level Naga Trappings or Eerie Foci.
