Zuor guards the entrance into the Garden of Seborhin. Only those of royalty or those with royalty may enter. As such, to gain entrance, you need to have Tahlkora in the party.

Warning: The following text contains spoilers relating to the plot of Nightfall.

After the primary quest Attack at the Kodash and acquiring the follow-up of Heart or Mind: Garden in Danger, the way to the Garden is open, but it leads to Nightfallen Garden instead. The area switches back to the original Garden upon completion of the campaign, and you no longer need Tahlkora present to gain entry.

During quest Heart or Mind: Garden in Danger:

"Has Lyssa forsaken us? How could she allow the corruption of this garden of purity!"

After completion of the campaign:

"Ah, (character name), it is an honor to speak with one of the saviors of Elona. You have removed the darkness from this garden and for that I will be forever grateful. Would you like to take a stroll in the Majestic Garden of Seborhin?"
