This Elemental is located in the Forum Highlands, close to the south west corner of the map. It will only appear after the Dusty Urn is touched three times. When it spawns, the Djinn Overseer and an aggressive group of Ruby Djinn will attack you. After they are defeated, the Overseer will turn friendly and you will be able to talk to it.

You might want to take a few interrupts or Power Block as this will make killing both the Ruby Djinn and the Overseer easier.
