This is an item that Captain Langmar will give you to decode Encrypted Charr Battle Plans.
Usage
Double-click on the Decoder opening it. Drag and drop the Encoded Plans into the decoder (on the screen, not in your inventory). Then 3 types of decoding algorithms come up for you to try. The plans roll into the decoder, the decoder spins and spits out its decryption. A failed decryption spits out unreadable text. You then remove the plans and try again.
Once the plans have been decoded, talk to Captain Langmar again (with the decoded message still showing). Select the option that will take you on the "Special Ops" quest. Once the "Special Ops" quest has ended, the plans and decoder are removed from your inventory, even in the event of Mission Failure.

- Each decoder is customized to the character who receives one of these from Captain Langmar.
- The Decoder acts as a storage item and can hold 1 plan. The plan stays in the decoder when closed and is there when reopened.
- Even if you delete your Charr Battle Plan Decoder, Captain Langmar will re-issue you with another once you talk to her.
- If you drag and drop the Charr Battle Plans from your storage into the decoder, the decoder will see the plans (and the encrypted message), but you won't have any options for decryption. You MUST have the Charr Battle Plans sitting in your inventory for the possibility of decryption options.
