Brother Bilshan is a Krytan civilian. He wanders around Lion's Arch shouting out propaganda against the White Mantle.

- "We must not foresake the gods who for so long protected and guided us."

- "Do not trust these Unseen gods of the White Mantle. How can you worship that which you cannot see?"
- "And why is it that only the "Chosen" may see the Mantle's gods? Do the gods not love us all equally?"
- "You need not fear persecution by the White Mantle. There is still a place where the true gods are revered in safety, the Temple of the Ages."

During quest Sunspears in Kryta:
- "It's the end of the world as we know it!"

- He is not a typical NPC, as he does not respond when talked to and cannot be stopped from walking around by players.
- The line "It's the end of the world as we know it!" is possibly a reference to the song It's the End of the World as We Know It by the band R.E.M.
