Battle Commendations are offered as rewards for doing quests in Istan. There are several Sunspear Quartermasters who will offer various rewards in exchange for the commendations.

Like most quest items, Battle Commendations cannot be sold to merchants, and cannot be salvaged.

[edit] Conversion to cash

Each battle commendation can be converted to cash at a rate of 100 each, if you trade for one or more Scroll of Adventurer's Insight and sell them to the vendor. Some items, including Expert Salvage Kits and Runes of Holding, cost more than the amount of Battle Commendations required for them multiplied by 100, and therefore, when looking for these items, it is better to trade Battle Commendations to get them than to purchase them with money made from selling Battle Commendations. As each is worth 100, Commendations should not be sold to other players for less than 100.

By doing all listed quests you will be granted a total of 32 Battle Commendations if you're a Nightfall character. The list shows 33 quests however one of them is only available to Tyrian or Canthan characters.
